2011 Baseball and Softball seasons are complete!!

We are currently working on aerating all three fields, overseeding, fertilizing, repairing batter's boxes and pitcher's mounds, staining our concession stand and dugout facias, and making sure that the complex and equipment are prepared for the harsh Wisconsin winters.

S.F.I.P. is really greening up again with the added cooler temperatures and added precipitation over the last few weeks. This is really giving the ballpark is great look again.

The St. Feriole Island Park committee would like to thank everyone who has supported our great ballpark. You all have made St. Feriole Island Park the best complex in Southwest Wisconsin.

Home to baseball and softball leagues in Prairie du Chien, Wisconsin, St. Feriole Island features three diamonds, two of which have lighting for night games. Built in 2004, the inaugural game was played September 11, 2004, between high-school aged boys from Prairie du Chien, coached by Bill Wessling, and from Monona, Iowa, coached by Randy Lamker. Monona eked out a victory in the evenly matched game, 2-1.

Seasonal play began in the spring of 2005. Prairie du Chien High School used the baseball field for some practices and for a scrimmage. The Grant-Crawford little league used fields for their 13-14 year old little league boys and girls teams on Mondays and Wednesdays; there was a Men's Limited Arc Softball League played on Tuesday nights and a CoEd Modified Pitch League played on Thursday nights.

SECTION 1 RULES AND REGULATIONS

Current rules established by the Amateur Softball Association (ASA) will govern play. The ASA rulebook will serve as a basis for final determination of rules and protests, which cannot be clearly defined in this manual

Registration

· To be an officially registered team in the softball league you must have paid your league fee.

· Previous season’s teams will be given priority in league placement. New teams will be scheduled by date of entry.

Conduct

· Participation in the softball leagues is a privilege, which may be denied or suspended for violation of the Rules & Regulations.

· The supervisory staff has the authority to enforce the rules and regulations of the St Feriole Island Park and to assess any penalties and/or suspension described herein. In addition the supervisor has the authority to make decisions on situations not specified in the Rules & Regulations.

· All rules & regulations governing participant or spectator behavior shall be in effect while the individual is in the playing facility or on the grounds.

· The following shall be just cause for immediate ejection:

* Possession or use of any illegal substances and/or consumption of alcoholic

beverages while on the playing field.

* Unsportsmanlike or disorderly conduct.

· Any participant found or reported to have engaged in the following shall be suspended for one year from the date the offense occurred:

* Physical assault/contact of an official.

* Disorderly conduct

* Physical threats of violence to players, family members, and officials.

· A second offense by an individual engaging in any of the above categories can result, as deemed necessary by staff, in up to 5 years suspension from all St Feriole Island Park programs.

· Individuals, players and/or spectators ejected must leave the playing facility/grounds immediately. Failure to do so in a timely manner will result in the forfeiture of the game.

· Individuals ejected from two games during the season will be suspended for the remainder of the season.

· Only mangers or team captains may confer with officials, in an orderly manner, on rule interpretations but not on judgment calls.

Schedules and Postponements

· The St Feriole Island Park shall determine all adult league schedules including time, location, length of game, and length of season.

· St Feriole Island Park has the authority to call the game because of inclement weather or poor playing conditions. The decision rests with the supervisory staff and/or head official.

· Postponed games due to weather will be announced on WQPC/WPRE radio station and will be on the concession stand answering machine. The concession stand phone number is 326-0077. They will be also posted on the park website http://stferioleislandpark.blogspot.com asoon as possible.

· Postponed or games called due to weather shall be made up at the earliest possible date.

· Should a team drop or be disqualified during the season, the vacancy shall be filled by the first team on the waiting list. The team shall assume the win-loss record and the balance of the schedule of the original team.

Forfeits

· A ten (10) minute grace period will be allowed from the scheduled starting time before a game is forfeited.

· A forfeit shall be declared if a team fails to field the number of required eligible players ten minutes after the scheduled starting time.

· The required number of eligible players to field a team for softball is eight (8).

· In Coed the number of women may exceed the number of men, however, the number of men may not exceed the number of women.

· Teams forfeiting 2 games may be dropped from the schedule.

Tie-Breaking Procedures

· Criteria used to determine league champions is as follows:

* Leagues with two halves-champions are determined by winner of first half versus winner of second half.

* Leagues without two halves or two division champions are determined by best won-loss record.

· Ties for round winners shall be played off prior to championship and consist of one game.

· Ties for round or places consisting of more than two teams shall consist of a single elimination playoff. St Feriole Island Park shall place teams into a playoff.

Due Process Rule

· If a player has been suspended from a softball league, he/she will receive written notice within 72 hours of the situation as viewed by the staff.

· If the suspended participant feels he/she has been treated unfairly, the participant must prepare a written response.

· The written response must be turned into the Pdc Park & Rec office within a week of receiving first written notice.

· There will then be an appropriate hearing of he people involved in the situation to consider all information.

· There will be a fair and impartial decision made and put in writing by the St Feriole Island Park Administration regarding the matter

Starting and Ending a Game

· Teams must start a game with a minimum of 8 players. If a team is playing with 8 players they will be charged with an out in the ninth batting position.

· Teams starting with 8 players may add players arriving late into the lineup in the last position in the batting order.

· Teams which do not meet minimum eligible player requirements to start a game will forfeit the contest.

To clarify-Eligible Players is anyone who does not play regularly for another team in the league and has not/will not be playing for another team in the league that night.

· Teams may use a maximum of 10 players in the field and bat 11. Exception: See Co-ed and Women’s Fastpitch.

· Teams should be warmed up and ready to start at their scheduled time.

Game Balls

· Each game will start with 1 new ball and used balls. All leagues will use a 12” .44 core ball.

Bats

· All leagues will adhere to the ASA banned bat list. Bats on this list cannot be used in league play.

· Any player found to be using an illegal bat will be recorded as an out and ejected for the remainder of the game.

· Throwing bats will result in an automatic out.

· Intentional throwing of bats will be ruled an automatic ejection.

This is a judgment call of the umpire and no protests are allowed.

Balls & Strikes

· Limited Arc Play

* Three (3) balls and two (2) strikes count limit will be utilized.

* The batter is out if he/she has:

1. Two swinging strikes

2. Two called strikes

3. Two foul balls, one if the 1st foul is caught.

4. Any combination of the above that equals two.

* Three balls constitute a walk.

* A rubber mat will be placed behind the plate and will be utilized to designate

strikes.

* A legal pitched ball, which hits any part of the plate and/or mat, will be called a

strike.

* In a co-ed league, if a male batter is walked on 3 straight pitches, the following

female batter has the option of a walk.

Illegal Pitches

· Limited Arc Leagues will use a minimum arc of 6’ and a maximum height of 12’ from the ground. Pitches that are less than 6’ or more than 12’ will be declared FLAT or HIGH by the umpire. If the declared pitch is swung on by the batter the results of the swing stand.

Obstruction

· ASA definition: a fielder who is not (1) in possession of the ball or (2) in the act of fielding a batted ball which impedes the progress of a runner or batter-runner who is legally running the bases.

· When obstruction occurs (in the judgment of the umpire) the umpire will signal delayed dead ball and let the play come to a “live” natural conclusion. At the conclusion of the play, the umpire will assess the play and judge if the base runner or runners have safely reached the bases they normally should have reached. If the umpire feels they have the obstruction will be waived. If not the umpire will signal dead ball and award the appropriate base advancements.

· In cases of obstruction, the base runner or runners are not entitled to deliberately run into the fielder. In such cases the guilty base runner would be subject tto a game ejection for malicious contact.

· Obstruction calls are the judgment of the umpire and no protests will be allowed.

Interference

· ASA definition: the act of an offensive player or team member which impedes, hinders, or confuses a defensive player attempting to execute a play. Defensive players must be given the opportunity to field the ball anywhere on the playing field.

· Most common types of interference:

* Base running

* Batter

* On deck batters

* Coaches

· When interference occurs the ball is dead, someone must be called out and all base runners return to the lat base touched at the time of the interference.

· Interference calls are the judgment of the umpire and no protests will be allowed.

· The coaches, batter’s and on deck batter’s box areas (even if not marked) are not “sanctuary” areas. Players/coaches must make room for plays to be made.

Appeal Play

· ASA definition: An appeal play is a play on which an umpire may not make a decision until requested by a manager, coach, or player. The appeal may not be made after any one of the following has occurred: (1) a legal or illegal pitch, (2) the pitcher and all infielders have left fair territory, (3) the umpires have left the field of play.

· Most common types of appeals:

* Missing a base

* Leaving a base on a caught fly ball before the ball is touched.

* Batting out of order

· An appeal can be made during a “live” ball by touching the base missed or left too soon on a fly ball, or by tagging the runner committing the violation ( if he/she is still on the playing field). The umpire should then make a decision on the play (out or safe). Runners may advance during a “live” ball appeal.

· A “dead ball” appeal can be made once a time-out has been granted. Any infielder, with or without the ball, can make a verbal appeal on a runner missing a base or leaving a base too soon on a fly ball. The umpire should then make a decision on the play (out or safe). Runners may not advance during a “dead ball” appeal.

· Batting out of order:

* May be appealed by the defensive team while the batter is at the plate.

* The offensive team may correct a wrong batter at the plate with no penalty.

* Once a batter has completed his/her turn at bat and before the next pitch, an appeal may be made by the defensive team only. The proper batter will be declared out.

Infield Fly Rule

· ASA definition: a fair fly ball (not including a line drive) which can be caught by an infielder with ordinary effort when first and second or first, second, and third bases are occupied before two are out. Any outfielder who positions him/herself in the infield on the play shall be considered an infielder.

· When it seems apparent that a batted ball will be an infield fly, the umpire shall immediately declare “infield fly-the batter is out” ( if near the foul lines…”the batter is out if fair”

· The ball is “live” and runners may advance at their own risk.

Substitution

· Any player may be substituted or replaced and re-entered once, providing players occupy the same batting positions whenever in the lineup.

· Players may not re-enter a second time. The starting player and their substitute may not be in the lineup at the same time.

Extra Player

· An extra player (EP) is optional, but if one is used, it must be made known prior to the start of the game and listed on the scoring sheet in the regular batting order. If the EP is used, the EP must be used the entire game.

· If an EP is used, all 11 on the starting line-up must bat and any 10 of those 11 may play defense. Defensive positions may be changed, but the batting order must remain the same.

· The EP may be substituted for at any time. The substitute must be a player who has not yet been in the game. The starting EP may re-enter.

· If the EP is used in the Coed, all 12 players must bat and any 10 ( 5 male and 5 female) may play defense. The batting order must remain the same through out the game.

Run Limit

· A game will be called when there is a ten (10) run difference at the end of five (5) innings or any full inning thereafter, or fifteen (15) run difference after three (3) innings or any full inning thereafter.

Section 2-Modifications

· The following modifications apply to all St Feriole Island Park Softball Leagues:

* Only one bat person per bench.

* Profanity is not allowed. Abusive language will lead to ejection from the game.

* No smoking or alcohol allowed on the field.

* Warm-up practice is restricted to the corridors. The main entrance is not to be used as a warm-up area.

Section 3-League Rules

The following modifications are for individual leagues.

· Limited Arc Leagues

* Starting times are scheduled every 60 minutes: however, there is no time limit.

* A pitched ball contacting any part of the mat or plate shall be called a strike.

* Men’s teams may use a maximum of 10 players in the field and bat 11 ( EP).

* There is a five (5) homerun maximum for each team per game. Homeruns after five (5) will be called an out.

* The team batting will provide a home plate umpire. In order to keep the game moving please use the last out of the previous inning or a player who is not in the lineup.

* In the Co-ed leagues, if a male batter is walked on three (3) straight pitches, the following female batter has the option to accept a walk or bat.

* Players must slide on all close plays or avoid contact. This is a judgment call by the umpire and no protests are allowed.

· In the Co-ed leagues, the following batting order options shall be used:

1. Standard ten (10) person order alternating male and female batters.

2. Eleven (11) person order (EP) this player must be a woman

3. Twelve (12) person order. Ten (10) players (no more than 5 men) play the field zbut twelve (12) can bat as long as there aren’t more men than women.

4. The option chosen must be used for the entire game.

· Courtesy runners are allowed as needed.

· Women’s Fastpitch League

* Games are scheduled every 90 minutes and there is a 90 minute time limit. No new inning is to start after 90 minutes unless the score is tied.

* Teams are allowed a maximum of nine (9) players in the field and can bat ten (10) DH.

* The number of players needed to start a game is eight (8). An out is recorded for the 9th spot in the order.

* Games are 7 innings unless the score is tied.

* If the game is tied at the end of 7 innings the last batter from the previous inning will be put on 2nd base to start the inning.

* The use of protective helmets by the batter and catcher is required.

* Metal spikes are allowed.

* There is a 10 run rule after five (5) innings and 15 after three (3) innings.

St Feriole Island Park Baseball Complex to officially open this spring

The St. Feriole Island Park Baseball Complex will officially be up and running this spring. Beginning Saturday, March 5, a crew from Randy Weeks and Design Homes will be using their crane to help install light poles for two of the three ballfields, including the large baseball diamond.

In addition, an operations committee is getting organized in order to properly run the facility, according to St. Feriole Island Park Committee member Bill Wessling, who said that volunteers are needed for the operations committee. The St. Feriole Island Park Committee is a nonprofit organization run solely by volunteers.

The baseball diamond played host to some exhibition games last year but come this spring, the park will be ready for a full slate of activity. "Whoever wants to play, can play," said Wessling, who noted that Rick Boylen is setting up league play, including men's, women's, and mixed adult softball, American Legion and Junior American Legion baseball, 13 to 14-year-old boys' Little League and maybe more, including the possibility of forming a Home Talent League team in Prairie du Chien.

"It's the public's facility," said Wessling about the St. Feriole Island Park Baseball Complex. "It's for everybody in the community and the area." Home talent involves post high school baseball players who are mostly in their 20s and 30s with many having college playing experience.

It is a long-standing tradition of several decades in many small Wisconsin communities, which host down-home, good old-fashioned, hardball of a relatively high level of play on Sunday afternoons. There also is a Thursday night Home Talent League.

Wessling said that committee members have been looking into the possibility of forming a Home Talent team in Prairie du Chien in the future. As for now, the lights are going up and the ball playing will soon begin.

Wessling said that the St. Feriole Island Park Committee extends its heartfelt appreciation to the community and all the volunteers who donated their time, talents, labor and materials to the public facility. The St. Feriole Island Park Baseball Complex was several years in the making, but with the grass that was seeded and sodded last year and the lights that are now being installed, the park will soon be a reality, ready to serve the Prairie du Chien area for generations to come.

St. Feriole Island Park features two softball fields and a baseball diamond, lighting, irrigation, a concession stand, restrooms and below-ground-level dugouts in its top-notch facility. The park cost approximately $400,000 and was built entirely through donations from businesses, organizations and individuals. Wessling said that about $125,000 still needs to be raised.

George Family Foundation donates to St. Feriole Island Park*
The George Family Foundation of Prairie du Chien has donated $50,000 to the St. Feriole Island Park Baseball Complex.
In donating the $50,000, the George Foundation has acquired the naming rights to the last of the three fields of the St. Feriole Island Park.
"The George Family Foundation is happy to have a chance to give back to the community," said Roy L. George.
"On behalf of St. Feriole Island Park, I wish to thank the George Family Foundation for this generous donation, which will play an integral part in the future success of this beautiful facility," said St. Feriole Island Park Board member Kevin Mulrooney. "The George Family Foundation truly fosters a spirit of giving back to the community and because of that we are all very appreciative."
The George Family Foundation includes Roy L. George, Roy C. George, Cindy Standorf, Ellie Lybeck, Penny Remz and DeDe Stark.
All three fields have now been named. The names of the other two fields are Isle of Capri Field and the Ernest "Doc" and Lillian Dillman Memorial Field.
There were 310 games played in the summer of 2005, the first full season for St. Feriole Island Park. Those games included boys and girls 9-10-year-old Little League games, 11-12-year-old Little League games, 13-14-year-old Little League games, freshmen high school baseball, American Legion baseball, Home Talent baseball, co-ed softball, men's softball, the King and His Court, La Crosse Loggers and the American Legion State Baseball Tournament.
